Position Paper:WHO-AIDS Crisis

Since the first case of AIDS was discovered in the America in 1981, AIDS has become a major killer threatening human lives. Although WHO thrives for controlling the spread of this infectious disease, AIDS continues to prevail all over the world. The goal of worldwide reduction of AIDS by 25 percent by 2010 seems far from being reached. As one of the countries facing the AIDS problem, the Azerbaijan commits to developing strategies for AIDS control and stands for worldwide funding to achieve this goal.

After Azerbaijan was independent from the former Soviet Union more than a decade ago, it has developed its own economy and kept society stable during its transitional period. It is a new born country that is undergoing progress in every aspect of people’s lives. Individual health, the basis of the well-being of a country, is one of Azerbaijan’s goals to reach the nation’s common wealth. However, Azerbaijan is vulnerable to any attack from epidemic diseases such as AIDS due to the limited funds for such a populated country. The Azerbaijani government put its limited money into building its medical power including 738 hospitals, 917 maternity polyclinic services, a ratio of 29.5 physicians to every 10,000 people, and approximately 1,700 ambulances and polyclinic service organizations. However, this is not enough to assure everyone’s protection from AIDS even though the UN does offer help to countries that are short of funds for health facilities. Based on the 2004 Report on the Global AIDS Epidemic by UNAIDS and estimation by Azerbaijan AIDS center, 1,400 are possible to carry AIDS while only 718 AIDS-infected people have been registered in the Azerbaijan national AIDS prevention center since 1987. The AIDS cases will increase if no action is immediately taken. The Azerbaijani government supports programs of monitoring every person living in the city as we try to protect the people living in remote areas as well as those internally displaced persons, for whom Azerbaijan government has allocated 72 million USD to the assistance and searched for durable solutions.

Projecting programs to prevent HIV in remote and developing areas is our focus. It is important that AIDS must be stopped before it spreads. The UNDP Azerbaijan, with financial support from the Joint UN Programm on HIV/AIDS (UNAIDS), launched a pilot project to empower religious leaders of different confessions to carry out HIV prevention in communities in 2003. Such an innovative approach and increased opportunities for religious organizations to get involved in AIDS prevention shows Azerbaijan has committed to fight against the spread of AIDS. Within the framework of the pilot project, a National Conference on HIV/AIDS aimed at presenting results of the project was organized on March 18th, 2005 by the cooperation among Religious Organizations. We welcome this kind of dialogue between religious associations, and hope for reaching agreements on details concerning AIDS prevention.

However, launching and maintaining these programs requires funding. Not only do we encourage these projects to be promoted in other countries with AID crisis, but we would like any countries or the UN to be the investors in those projects as well. We look forward to working together for the benefits of all nations and all people. On one hand, multi-funding could support these programs to continue their benefits to all humanity. On the other hand, research boards consisting of all countries concerning curing AIDS can be built up and maintained so as to establish the worldwide battlefronts against AIDS.

As a new born country, Azerbaijan looks forward to cooperating with both developing countries as well as developed countries. As for the issue of AIDS crisis, Azerbaijan will do whatever it can to stop its spread both domestically and internationally.
