Technological development and the flow of information have transformed the world into global village. Improved network system and latest technology make people’s lives more convenience. Business, government and industry have all become addicted to information. Their reliance on information creates opportunities for cyber terrorism. Serious cyber terrorism can results in economic damage also affects in world peace and stability as long term.
The conflict between Armenia and Azerbaijan on the Mountainous Karabakh problem had resulted in several major effects. Besides of actual fight, The Karabakh war had moved to the Internet. In February 2000, cyber terrorists “Liazor" from Armenia unleashed a devastating attack on Azerbaijani Internet servers. The attack caused the websites of all large Internet users, including humanitarian organizations in Azerbaijan were hacked into and vandalized. The E-mail connections of all major Azerbaijani newspapers were severed. According to the chairman of the "Yeni Nasil" journalist union Arif Aliyev, almost 90% of all Azerbaijan sites in the Internet have been destroyed. Serious damaged included the sites of Soros Foundation in Azerbaijan and one of embassy website.
Azerbaijan government immediately planned to secure Internet site and set up a new council to deal with this cyber attack. Council included National Security Ministry experts Namig Abbasov and on-line providers. They also set up meeting with newspaper editors-in-chief and computer company specialists to repair and protect Azerbaijan website.
Cyber attack from Armenian was caused by the conflict on territory aggression issue, so in order to avoid the effect cause by cyber threat; Azerbaijan wants to settle the conflict peacefully. They also hope United States can involve and help Azerbaijan on settle this issue.
